The city of Trenton, N.J., used eminent domain to take a few homes for the sake of some new townhouses. However, mega-developer, J.K. Hovnanian has decided that the project is no longer a good investment. The city has been left with vacant land and a choice: continue to pursue development or give the properties back to their former owners.
